Delta Housing Development Corporation is a nonprofit housing organization dedicated to providing affordable, safe, and decent housing for low- and moderate-income families throughout the Mississippi Delta region. Our mission is to improve the quality of life for residents by creating stable housing communities and supporting neighborhood revitalization.
We manage and maintain multiple rental properties, including family and senior housing, across our service area. Our work includes property management, rent collection, lease administration, occupancy compliance, and daily maintenance operations to ensure all units meet safety, health, and USDA Rural Development standards.

Delta Housing Development Corporation also oversees rehabilitation and improvement projects funded through federal, state, and local grants. This includes managing capital improvements, addressing inspection findings, managing contractors and vendors, and ensuring compliance with HUD and USDA regulations.
Beyond housing, we play an active role in strengthening our communities by promoting safe living environments, improving property conditions, and supporting partnerships that contribute to workforce development, neighborhood stability, and long-term sustainability.

Dr. Adrian L. Brown is an experienced planning, community development, and workforce development professional with more than 26 years of service across local, state, and federal levels. His expertise includes community and economic development, grants preparation and administration, strategic and comprehensive planning, zoning and land-use regulations, affordable housing strategies, and development impact analysis.
Dr. Brown holds an Associate of Arts from Mississippi Delta Community College, a Bachelor of Science in Social Science and a Master of Science in Community Development from Delta State University, and a Doctorate in Urban and Regional Planning with a concentration in Community Development and Housing from Jackson State University. He has served in numerous leadership roles, including Mississippi’s youngest and first African American County Administrator in Bolivar County, Grants Administrator for the South Delta Planning and Development District, and Adjunct Professor at Mississippi Valley State University.
He is the Chairman of Brown & Associates, Inc., a certified Minority Business Enterprise providing planning and community development services nationwide, having helped develop and administer billions of dollars in funding. Dr. Brown is also active in education, nonprofit leadership, workforce development, and civic organizations, and currently resides in Indianola, Mississippi, where he continues to serve his community.

Michellda Bradshaw, ED.S, MPA
Michellda Bradshaw, Ed.S., is a proud native of Mound Bayou, Mississippi—affectionately known as the “Chocolate City”—and a dedicated educator, entrepreneur, and community leader. A 1997 Salutatorian of John F. Kennedy Memorial High School and former Miss JFK Memorial High School, she demonstrated early leadership as a two-year captain of the varsity girls’ basketball team.

Rev. Darryl Johnson
Rev. Darryl Johnson is a pastor, historian, and community development leader whose life’s work focuses on economic empowerment, historic preservation, health equity, and housing restoration in historically Black communities. A former mayor of Mound Bayou, MS—one of the nation’s oldest all-Black municipalities—he led efforts centered on infrastructure improvement, economic revitalization, and community-based public health advancement

Marvin Elder
Marvin Elder is the son of the late Mose Elder and Minnie Elder of Belzoni, Mississippi, and the fifth child of six. A determined and faith-driven individual, he lives by the scripture, “I can do all things through Christ who strengthens me” (Philippians 4:13). Marvin is a graduate of Mississippi Valley State University and the Exodus School of the Bible, and is known as a go-getter who believes strongly in seeing every task through to completion.

Vassie Pegues
Vassie Pegues is a resident of Cleveland, MS. He is a graduate of Lafayette High School in Oxford, Mississippi and holds a Bachelor of Arts degree from the University of Mississippi. His prior work history includes being employed as a Legal Assistant/Paralegal for Morris and Associates where his duties included maintaining confidentiality and protecting sensitive client information.
